Excellency's Government might see fit to vote form a Flying Training

School organized and equipped to carry out the principal objects for

which the Flying Club was formed and which are listed in paragraph

6 (b) of this Petition and that for this purpose and for the economic

and practical carrying out of the scheme your Petitioner should be

permitted to extend all the uses and advantages of the Flying Train-

ing School to all persons irrespective of nationality.

14. That your Petitioner humbly submits that the history of the Hong

Kong Flying Club indicates that the Training School limited in operation to the

training of British born and volunteer corps members cannot prove a financial

success, even with the assistance of Government grants. It is therefore necessary

that if your Petitioner is to operate a financially sound Flying Training School

in Hong Kong permission must be granted to your Petitioner to train non-

British nationals in addition.

15. That your Petitioner wishes clearly to stress the fact that the

Flying Training School if approved would exist primarily to,-

(a) Carry out the principal objects for which the Flying Club was

formed. That is to say primarily to teach and promote flying in the

Colony of Hong Kong and its Dependencies and to extend to

members of the Hong Kong Volunteer Defence Corps and of the

Flying Club opportunities for becoming trained and efficient pilots

and engineers.

(b) Further the sale of British Aircraft and supplies in China.

16. That if permission is granted to your Petitioner to operate a

Flying Training School, your Petitioner is in a position to operate such school on a strictly business basis and the staff of that school would consist of qualified

full-time officers. In this way Government would not only achieve the objects

for which the Hong Kong Flying Club was formed and subsidized, but would

achieve those objects to an extent never attainable by an organization similar to

that of the Hong Kong Flying Club.
